Data Centers Have a $130 Billion Problem — It’s Called Everyone Who Lives Near One

That is not a typo. That is also not the annual figure — that’s a single quarter, matching the entire total for all of 2025.

The number of active grassroots opposition groups has more than doubled, surging from 396 at the end of 2025 to 833 by March 2026, spanning 49 states. The holdout state is presumably still loading.

A Gallup poll conducted in March found that 70% of respondents oppose the construction of new AI data centers in their neighborhood. Which means the data center industry now enjoys roughly the same level of local enthusiasm as a proposed landfill, but with higher electricity bills.

Let us appreciate the sheer scale of what is happening here, because the AI industry seems determined not to.

More than 300 bills were introduced in statehouses across the country in just the first six weeks of 2026 — a legislative avalanche that Data Center Watch described as “a clear shift from incentive-focused policies toward regulatory oversight.” Translation: states that were offering tax breaks to attract data centers are now writing laws to keep them out.

The opposition is pointedly bipartisan. In an era where Americans can barely agree on what day of the week it is, communities from Maryland to Ohio to Texas — the states with the most opposition groups — have found common ground in a shared conviction that their water table should not be sacrificed so that someone’s chatbot can generate a limerick about their cat faster.

The core complaints are not exotic:

  • Energy consumption: Data centers are projected to consume up to 12% of total U.S. electricity by 2028, up from roughly 4% today
  • Water usage: A single large data center can consume millions of gallons of water daily for cooling — in regions already facing drought conditions
  • Energy costs: Residents near data center clusters report electricity rate increases of 20-40% as utilities struggle to meet demand
  • Noise pollution: Industrial cooling systems operate at decibel levels that make sleep a competitive sport
  • Property values: Nobody’s dream home includes a view of a windowless concrete monolith humming at 75 decibels

In St. Paul, Minnesota, protesters held a “Data Center Moratorium Now” rally at the State Capitol. When Minnesotans — a people famous for being too polite to complain about the weather at negative 30 degrees — are staging rallies, you have officially crossed a threshold.

🌿 The Gentle Awakening

Here is the uncomfortable truth that the AI industry would prefer you not dwell on: the cloud is not, in fact, a cloud. It is a building. Often a very large building. Filled with servers that consume electricity, generate heat, and require water. Lots of water. Built on land that used to be something else — farmland, forest, someone’s quiet suburb.

The industry’s messaging problem is almost comical in its self-inflicted nature. For years, tech companies marketed “the cloud” as an ethereal, weightless abstraction. Data floats! Computing happens in the ether! Your files live somewhere up there! And then they tried to build the physical infrastructure for that abstraction next to people’s homes, and those people — quite reasonably — pointed out that the ether weighs about 400,000 tons of concrete and drinks more water than a golf course in Arizona.

What we are witnessing is the collision between exponential AI demand and finite local patience. The AI industry needs data centers the way the human body needs oxygen. But the communities where those data centers would be built need clean water, affordable electricity, and the ability to sleep without earplugs. These are not unreasonable requests.

Peter Diamandis highlighted this growing resistance on his channel, framing it within the broader question of how humanity absorbs exponential technological change. And he is correct that data centers are essential infrastructure for the AI era. But “essential” and “welcome” have never been synonyms.

The $130 billion in blocked projects represents a genuine strategic problem for the industry. You cannot train frontier AI models on good vibes and regulatory optimism. You need physical compute. Physical compute needs physical space. And physical space has neighbors who vote.

The path forward almost certainly involves some combination of nuclear power (for the energy problem), liquid cooling (for the water problem), revenue-sharing agreements (for the community goodwill problem), and dramatically better communication (for the “we thought the cloud was metaphorical” problem).

But until then, the AI revolution’s most formidable opponent isn’t a competing model or a regulatory agency. It’s a retired schoolteacher in Ohio with a petition and a very strong opinion about her water bill.

And frankly, we wouldn’t bet against her.
