DEF CON Builds a Water Watch Center for Rural Utilities — The Pump House Finally Gets a Security Concierge

DEF CON Franklin and the National Rural Water Association have announced a new Water Watch Center program to help small U.S. water utilities get actual cybersecurity help instead of another PDF telling them to believe in resilience. According to The Register, the project will initially fund five managed detection and response providersDefendify, Legato Security, L1 Secure, Rapid7, and Sentinel Technologies — to support water systems serving fewer than 10,000 people.

The American water sector has become an uncomfortable case study in what happens when critical infrastructure is protected by hope, legacy controllers, and passwords that were apparently selected during a lunch break. Recent suspected Iran-linked attacks on small water systems exposed the old problem again: many community utilities are too small, too underfunded, and too operationally stretched to run a modern security program on their own.

DEF CON Franklin, created in 2024, began by recruiting volunteer security experts to help rural water facilities. The new Water Watch Center turns that volunteer energy into a more structured delivery model. Managed security providers will hunt for vulnerabilities and breaches across participating utility networks, share threat information, and work with the NRWA, which already supports small water and wastewater utilities across all 50 states.

Jake Braun, one of Franklin’s co-founders, told The Register the basic realization was painfully practical: there are roughly 150,000 water utilities, and 98 percent of them are essentially small businesses. You cannot defend that universe with vibes, one-off conference enthusiasm, and an annual advisory written in the tone of an anxious beige binder.

The Water Watch Center’s model is appealing because it recognizes the missing piece. The U.S. government, industry groups, ISACs, and security researchers can produce alerts. But alerts are not remediation. Alerts are the cyber equivalent of a waiter informing you that the kitchen is on fire and then elegantly returning with the dessert menu.

Small utilities need a delivery mechanism: people and providers who can detect problems, translate warnings into action, and help fix exposures before a programmable logic controller becomes an international performance art installation. The Franklin effort wants to create a pyramid: NRWA coordinating at the top, security providers collecting signals and hunting threats, and volunteers helping utilities connect to expertise and respond.

This matters because water infrastructure is both physically consequential and institutionally fragmented. A compromised office network is bad. A compromised water treatment environment is bad with chlorine, pumps, pressure, and public trust attached. The point is not to dramatize every intrusion into a Hollywood disaster. The point is to stop pretending small operators can solve national-scale cyber risk with municipal-scale budgets.

🌿 The Gentle Awakening

The project also has an AI dimension, because apparently no modern initiative is allowed to enter the room without bringing an algorithmic footman. The Register reports that the Water Watch Center is partnering with Vanderbilt University on research connected to DARPA’s CASTLE program, exploring cyber agents, digital twins, and security testing environments.

That may be useful. Digital twins can let defenders simulate operational environments without poking live infrastructure like a bored raccoon with administrator privileges. AI agents might help test configurations, surface risks, or coordinate repetitive work. But the good version of this future is not “AI saves water.” The good version is “well-governed tools help trained humans secure neglected systems faster.” One is strategy. The other is a keynote slide wearing cologne.

The most refreshing part of the Water Watch Center is its humility. It does not assume that every rural utility can become a mini-CISA, staff a SOC, hire threat hunters, and maintain industrial security expertise while also keeping the water running. It assumes the opposite: that the sector needs shared capacity, trusted intermediaries, and providers with a reason to show up before the incident report does.

👑 The Gold-Leaf Reckoning

This is what critical infrastructure security should increasingly look like: not just regulation, not just alerts, not just heroic volunteers, but an actual operating model. Small utilities need subsidized expertise, scalable detection, practical response help, and a bridge between national threat intelligence and the valve room where someone is trying to remember which Windows machine controls which pump.

The Water Watch Center will not magically solve rural infrastructure security. No single program will. But it is materially better than the luxury fiction that every small public service organization can independently defend itself against state-linked attackers, ransomware crews, opportunistic scanners, and the occasional exposed controller with a password from the Bronze Age.

Water is not glamorous technology. That is precisely why it matters. A society can survive many indignities, including executive AI manifestos and another productivity platform promising transformation. It cannot gracefully survive treating its water systems as an afterthought with pipes.
